I don't have a strong feeling on the change, maybe somebody that was already active at that time can comment? I suspect the (non-)issue is that there are actually really more OSM road classifications than really needed in CH, so why not differentiate?
In any case the difference is really that the main roads with numbers are longer routes and we already reflect this with route relations, see https://osm.li/O0X so we wouldn't be losing information either way.

Today, I see that 725.116.21 defines a network that shares several roads with what we have independently mapped as highway=primary in Geneva.
I therefore propose to modify https://wiki.openstreetmap.org/wiki/FR:Switzerland/Map_Features tby adding that roads listed in 725.116.21 should be mapped as highway=primary.
