There's about a further 10% that should be easy (in the sense that it's only a handful of mappers) to get.
I've also approached mappers that I've been in contact with in the past (for other reasons) and have pointed the license change process out to them.

Out of the 3331 users that edited in Switzerland now 869 have agreed, that makes 57.5% of all data.
