I've now also finished looking at all 328 edits of user mousse (the edits of user unare-314 are yet to be checked).
The following of mousse's edits are problematical because they are large imports without indication of the source (which is very likely incompatible):

As for your question, i'm not very familiar with OSM's processes, but i think that the problematical edits don't just have to be reverted but also deleted (that is, a case for the DWG). Later, for remapping the buildings, a Project of the Month seems like a good idea. I'll be happy to help mapping missing buildings.

- Keep them and trying to repair things?
- Remove them (maybe with help from DWG), optionally do a PotM ( https://wiki.openstreetmap.org/wiki/DE:Project_of_the_month_Switzerland ) and re-map it from aerial imagery?
- Something else?
