The manager of a café in Snowdonia National Park in Wales has written saying they want to be part of the European Water Project "refill scheme" ... and would like us to send a sticker to be put on the door of their café. The cafe already belongs to another water refill scheme.

Is it permissible to edit the node without first hand observation?

yes, you may use source="local knownledge" for exemple I'm using source=POI when it's the POI itself that give me info about itself (opening hours for ex) but using google is an issue. so you need to be able to locate the coffee without using (c) google map to be allowed to add it to osm. if not, you may also request the cafe to add itself :) and osm 'll have an additional contributor who may add other information such as address, opening hours, info on the surrounding area :)
