Yes, that would be a good idea. We discussed something similar on the IRC yesterday and so far, everybody seems to like national/regional/local as a value.

At the moment the map recognizes ncn/rcn/lcn because it's what the Wiki says at the moment. But if somebody would write a short mail to the tagging mailinglist and change the wiki, I'll happily fix the map.

I've changed the wiki, I don't see why the tagging list should be involved, we are simply not misusing an existing tag value any more (in other words a non-event).

Well, that is decided then in the best tradition of OSM do-ocracy.

From tomorrow on the skating map should render routes as described in

the wiki now. network=national/regional/local should be recognized. There are no international routes at the moment, even if the legende says so. (There is anyways a good chance that the legende will disappear soon.)
