Wheter it's highway=footway or highway=path is arguable, but it might also be any other highway.

motorcar=no (or specific restriction) motorcycle=no (or specific restriction)
2.14
motor_vehicle=no (or specific restriction)
however there is a bit of room for interpretation there (is a mofa considered a regular motorized vehicle everywhere?), so at times I have tagged it as
motorcar=no motorcycle=no mofa=no
(mofa, I believe, is not actually an official attribute).

That's a Swiss question indeed, as most other countries only know sign 2.13 (car and motorcycle). I would tag 2.13 as motorcar=no and motorcycle=no and 2.14 as motor_vehicle=no.
Maybe a better way would be to tag 2.13 as motor_vehicle=no, moped/mofa=yes, as it is not yet clear if moped/mofa is a child of motorcycle or not.

ahhh, it's not quite that simple, normally (in Switzerland) mofas are lumped in with bicycles, if we consider them to be motorcycles in disguise, we probably should tag every single cycleway with mofa=yes (actually it would be mofa=designated).

"Moped" is not really in use in Switzerland. The expression is used in Germany, and just to confuse matters there it designates a small displacement motorcycle and -not- a mofa.
Have a look at the German wikipedia "moped" page to see the problem.
AFAIK in Switzerland the equivalent of the German "moped" falls under motorcycle regulations. Mofas on the other hand are, with exception of the signs under discussion, treated as a bicycle.
Note on the side, the "no mofa access" sign actually simply requires you to turn the motor off, which at least on classical mofas (i.e. velo-solex) works reasonably well.
