In your example "Misery-Courtion" and "Misery" are not the labelled with the same size, so I'm not sure that is the same case as for Vevey (where the labels are the same size).
Any other ideas?

but some municipalities are not show, perhaps due to incorrect use of the admin_level tag (villages node should not have it)

After some investigations, I couldn't find the reason for that. As I can see, the lower label is the admin_center [2] of the boundary relation but I haven't seen which object is the upper label.
Could someone familiar with administrative boundaries and/or Mapbox styling please take a look, if it is a mapping or rendering issue?
