We're very much in agreement on this ...
We either need a clear international hierarchy (and there mofa will be a child of motorcycle) or we ned national hierarchies. But as there are (in Switzerland) relatively few motorcar&motorcycle sings, I would vote for motor_vehicle=no & mofa=yes.
ahhh, it's not quite that simple, normally (in Switzerland) mofas are lumped in with bicycles, if we consider them to be motorcycles in disguise, we probably should tag every single cycleway with mofa=yes (actually it would be mofa=designated).
