Regarding your suggestion: I've never done an import myself, but I know that OSM imports are complex with a lot of process involved. Be ready for many critical questions (including licensing questions). I think your questions are important to be discussed and decided before mapping starts, but it might actually be easier if you'd visualize the dataset somehow (as a reference where these parking spaces are located), and then people work on it "manually" (using satellite imagery as reference).
To simplify the process you could write JOSM Presets for the different types of parking spaces. Example from an earlier PotmCH: https://github.com/dbrgn/josm-preset-potmch With this, it would be very quick to map parking zones, probably quicker than by importing followed by checking.
