Why not English?
That could be a solution for the start. But after few pages in every national languages will be great.
Good start for the status :) Virtual meeting and voting would be a nice way to have more participation.
For the web site, I know the developer (a swiss guy) of this tools http://www.joomlapolis.com/cb-solutions/cbsubs It's a full automatic system to manage subscriptions and payment (paypal or postfinance). I can help to put it online.
