[talk-ch] ref swisstopo

Hello,

who/what are using swisstopo tag from osm ?

I ask this because :

- it lacks tags on 169 municipalities. https://overpass-turbo.eu/s/uaq if they are actually used, is it a tool to update them ?

- Wouldn't it be better to migrate to a more modern schema ? swisstopo:BFS_NUMMER can move to ref: namespace swisstopo:KANTONSNUM can be put once on admin_level=4 boundary swisstopo:BEZIRKSNUM can be put once on admin_level=6 boundary swisstopo:BFS_NUMMER can be computed with CH+BEZIRKSNUM+BFS_NUMMER
