Good point. New relations it is. But for the moment I'll reuse the country relation to put the new ways into. You can move the whole thing into a new relation afterwards. Fixing the country relation is tricky enough as it is. (If Switzerland is gone by tomorrow, you know where to complain. ;) )
As for the place tag. I agree, it's not necessary, I just deleted it for Graubuenden as well.
