Yes, this seems to be a really good project. I'm unfortunately not familiar enough with the FOSS cartography toolchains... but from the end-user perspective, it looks pretty obvious that there is problem: free maps are rarely fancy.
At Kiwix, we will seriously think about solution to achieve map integration during 2017. It's really fortunate to have a really active and talented community in Switzerland, so I hope they will help us to find a path to achieve to get serverless/vectorial maps in ZIM files.

Maputnik - Visual Map Editor for Mapbox GL [1]!
Dieser Editor (Open Source) würde es möglich machen, einen eigenen, lizenz-offenen Kartenstil in Mapbox GL zu entwickeln.
Mapbox GL JS ist eine in JSON (JS) geschriebene Styling Sprache mit der Vector Tiles gerendert werden. Vector Tiles sind eine Nachfolgetechnologie von (bzw. eine Ergänzung zu) Raster Tiles. Hier gibt es mehr Informationen zu Vector Tiles: OSM2ectorTiles.org.
