This example http://wiki.openstreetmap.org/wiki/DE:Anpassen_der_Vorlagen_von_JOSM#One-Kli... shows an icon witch add "bridge=yes" and "layer=1" to the selected way. You should be able to adapt this example very easy.

ctrl-shift-V pastes the tags of a previously copied object to the currently selected ones. That what you're looking for?
Note also that it is possible to select multiple elements and apply tags to all of them at the same time.
