[talk-ch] Does a fountain flow rate/discharge property exist?

The flow rate at fountains is usually easily measurable with a bottle and a
watch.
I just realized that the key flow_rate exists (though not yet used for
fountains). https://wiki.openstreetmap.org/wiki/Key:flow_rate
So I guess that answers the question. Thanks!
