[talk-ch] Primary/Secondary highways in NW Switz.

According to the Swiss Local Tagging scheme,

- only highways signed in blue ((1st class roads (blue signs with 
nummer), transit route,) and (2nd class roads (blue signs))) may be 
tagged a primary respectively secondary highways.
- all white signed highways (communication road (white signs) ) are 
tagged tertiary.
- all other transit highways are tagged unclassified.

I believe if we are to consistently follow this schema, then many 
highway will require re-classification in NW Switzerland. I have started 
re-surveying streets that I have tagged so see how they are signed 
(blue, white, none) and correct my previous mapping.

I have found the Liste der Hauptstrassen at 
http://www.admin.ch/ch/d/sr/741_272/app2.html helpful in determining if 
a blue signed highway should be tagged primary or secondary. I include 
an extract of NW CH Hauptstrassen, for your reference.
