Maybe it's related to the new situation of the road RC448 [1], see detailed map [2]. I didn't went there lately, but the planning is saying that it will be ended on April 2016.

In the changeset you mentioned, the user removed the old road but also some other elements nearby. Maybe you should contact him to see if it was intended.
