There are not only "non-closed areas". There are, for example, "double places", where a parking-lot mapped and tagged twice: https://www.openstreetmap.org/node/516402549

By removing all obvious simple errors we will be left with just a couple of more complicated ones.

More complicated errors could be harder to correct, for instance, if they are in a relation. But they will be more outstanding. It could well be that such an error causes the erroneous double-rendering, which you indicated.

It does not take much time to correct the errors for one city with this tool, since there is the "JOSM" link for each one of them.

It seems these are mostly non-closed buildings. Someone started to draw a building, but did not finish it.

I would start debugging by correcting these obvious errors one by one, to reduce the total number of errors. And, perhaps, in the process noticing more significant ones.
