It seems that it is the result of multiple reverts by DWG, see changesets [1][2][3] comment.
So apparently, something went wrong during it...
And do you think it's related to my initial label issue?

I would start debugging by correcting these obvious errors one by one, to reduce the total number of errors. And, perhaps, in the process noticing more significant ones.
