Yes, it is crystal clear to me that the OSM definition must take precedence over any contradicting definition with respect to node tagging in OSM.  We will add the language as suggested.

In addition, if you have a suggestion of how we can clarify the language in the instructions to explain to the few super-users who will actually take the time to add fountains that they should only tag a drinking point as a fountain in XXX and YYY circumstances it would be even better.
