I found no occurrences in river but few elsewhere worldwide e.g. with
drinking_water:
https://taginfo.openstreetmap.org/keys/discharge#combinations
Main criteria to me are if a subtag like "discharge" is continuous,
and observable/reproducible be everyone.
Since OSM is inclusive, I would not vote not against "discharge" in
combination with amenity=fountain.
I assume discharge means volume rate of water flow measured in m3/s SI units.
