If I understand you correctly, that's exactly what I asked some time
ago [1]. At the time the maintainers didn't like that proposal.

In the meantime they implemented another proposal, namely to be able
to Copy & Paste several tags at a time while editing a node in iD.
In order to do that, you have to navigate down to the "Tags" section
and switch by from default "list" by clicking to "text".
