Thank you very much for your reply.
Yes, the editing of the osm.pbf is for the research. Therefore, I thought editing shapefile and then converting it back to osm.pbf is the best option.
However, if editing directly the pbf file is possible in programmatic way, which software, programming language and environment should I use?

I am looking for a tag to mark places where whipper chargers / cream blower capsules ("Rahmbläser-Patronen") can be recycled, i.e. a tag `recycling:X=yes`, according to the existing https://wiki.openstreetmap.org/wiki/Tag:amenity%3Drecycling scheme.

I posted at the tagging mailing list ( https://lists.openstreetmap.org/pipermail/tagging/2023-January/066903.html ), but since I suspect that these might primarily be a Swiss thing, I cross-post here.

Dear OpenStreetMap group of Switzerland,I have the following workflow in the mind:1. Finding shortest paths using Open Source Routing Machine in canton Bern using osm.pbf file of Switzerland.2. Now I would like to edit some of the roads as not passable (i.e. either access=no or maxspeed=0) for vehicle routing. Since I have the IDs of the roads, I will do this edit automatically in shapefile of the roads layer from openstreetmap.3. Using the edited shapefile of the roads, I would like to create again the switzerland.osm.pbf file.
My question is, which software I should use to create osm.pbf file from edited shapefile or shapefiles?

I suppose this is not to actually edit Openstreetmap, but some kind of experiment or research?

I think you can possibly edit the data in a .pbf file using Osmium, it may involve coding.
