[talk-ch] municipality mergers 2022

Done now, thanks to Loremo for the preparation and Michael for helping 
with the edits.

There are still a couple of loose ends to check and fix in particular 
with district membership and when there is new GWR data the addresses 
may need a look at too, as post code changes are likely too.
