[talk-ch] Updated GWR address data extracts

I've updated the GWR extracts that are available from 
http://qa.poole.ch/addresses/ch/ to data from the 19th of March of this 
year. It should now be consistent with the municipality border changes 
at the beginning of this year. If you notice any issues please complain.

The caveats with respect to the data quality still apply, in particular 
because of the rather questionable street data for some mainly 
mountainous municipalities some local knowledge is a good thing to have 
before using the data.

PS: there will likely be a PotM on the topic of improving the situation 
with addresses in the immediate future.
